Option 32: Key topic 1: Establishing communist rule, 1945–59 - 1 The Civil War, 1945–49 explained
At the start of the 1946 Civil War, the Guomindang (GMD) and the Chinese Communist Party (CCP) had distinct relative strengths and weaknesses.
Read the full explanation
The GMD initially held major advantages: a larger, better-equipped army of 2.8 million, control of key cities, and substantial US financial backing. However, their weaknesses included widespread corruption, low troop morale, and a lack of popular support due to hyperinflation. Conversely, the CCP's People's Liberation Army was smaller (1.2 million) and poorly equipped, representing a significant weakness. Yet, their strengths lay in high morale, effective guerrilla warfare tactics, and immense popular support from the peasantry, secured through promises of land reform.
Reasons for the success of Mao and the CCP, including leadership, military factors, and unrest in the towns and cities.
The 1949 victory of Mao and the CCP stemmed from astute leadership, military strategy, and urban unrest. Mao’s leadership provided a clear ideological vision, ensuring party unity and peasant support through land reform. Military factors were crucial; the People's Liberation Army successfully transitioned from guerrilla tactics to conventional warfare, utilising captured weapons. Their strict discipline contrasted sharply with GMD brutality. Furthermore, unrest in the towns and cities fatally undermined the GMD. Hyperinflation and economic collapse alienated the urban middle classes, workers, and students. This led to widespread strikes that stripped Chiang Kai-shek of his traditional power base and facilitated the CCP's success.

Examiner Tips
- 💡When comparing strengths and weaknesses, directly contrast the GMD's material advantages with the CCP's ideological and morale advantages.
- 💡Use specific examples, such as the impact of hyperinflation on GMD support, to strengthen your analysis.
- 💡Ensure you focus on the 'start' of the Civil War (1946) rather than the later stages when the balance of power shifted.
- 💡Structure your answer to explicitly cover leadership, military factors, and urban unrest as distinct but interconnected reasons for success.
- 💡Link the unrest in towns and cities directly to the GMD's economic mismanagement, particularly hyperinflation.
- 💡Contrast the disciplined behaviour of the PLA with the corruption and brutality of the GMD forces to explain shifting loyalties.
Common Mistakes
- Error: Stating the CCP had a larger army at the start of the war. Correction: Note that the GMD had a significantly larger and better-equipped army in 1946.
- Error: Ignoring the role of the USA. Correction: Include the fact that the USA provided substantial financial and military aid to the GMD.
- Error: Assuming the GMD had strong popular support. Correction: Explain that despite holding cities, the GMD was deeply unpopular due to corruption and economic mismanagement.
- Error: Attributing CCP success solely to peasant support. Correction: Discuss the crucial role of urban unrest and the collapse of GMD support in cities.
- Error: Claiming the PLA only used guerrilla tactics. Correction: Explain that the PLA successfully transitioned to conventional warfare in the later stages of the conflict.
- Error: Overlooking the role of other CCP leaders. Correction: While Mao was central, acknowledge the military leadership of figures like Lin Biao.
