Option 32: Key topic 1: Establishing communist rule, 1945–59 - 3 Consolidating the CCP’s hold on power, 1951–52 explained

To consolidate power between 1951 and 1952, the Chinese Communist Party (CCP) systematically used terror to eliminate political opposition and enforce ideological conformity.

    Read the full explanation

Mao Zedong launched campaigns targeting 'counter-revolutionaries', including former Guomindang (GMD) officials, landlords, and suspected dissidents. The Campaign to Suppress Counter-Revolutionaries involved mass rallies, public denunciations, and executions, creating a pervasive atmosphere of fear. Citizens were encouraged to inform on one another, destroying traditional social bonds and replacing them with loyalty to the state. The Ministry of Public Security orchestrated these purges, resulting in hundreds of thousands of deaths and sending millions to 'laogai' (reform through labour) camps. This terror effectively silenced opposition and secured the CCP's absolute control.

The ‘three antis’ and ‘five antis’ movements.

The 'Three Antis' (Sanfan) and 'Five Antis' (Wufan) movements were launched by Mao in 1951 and 1952 to consolidate CCP control over the economy and urban populations. The Three Antis targeted corruption, waste, and bureaucracy within the party and government, aiming to discipline officials and remove GMD sympathisers. The Five Antis targeted the capitalist class, focusing on bribery, tax evasion, theft of state property, cheating on government contracts, and stealing economic information. Workers were encouraged to denounce their bosses in struggle sessions, leading to mass suicides and the state confiscation of private businesses. These movements successfully destroyed the independent bourgeoisie, enriched the state through massive fines, and established strict CCP dominance over China's urban economy and society.

Option 32: Key topic 1: Establishing communist rule, 1945–59 - 3 Consolidating the CCP’s hold on power, 1951–52 exam tips

    Marking Points
    • Identify the main targets of CCP terror, such as former GMD members, landlords, and suspected counter-revolutionaries.
    • Describe the methods used, including mass rallies, public denunciations, and executions.
    • Explain the role of the 'laogai' (reform through labour) system in punishing and re-educating opponents.
    • Analyse the impact of terror on Chinese society, specifically the creation of fear and the breakdown of traditional trust.
    • Define the targets of the Three Antis movement: corruption, waste, and bureaucracy within the party and state apparatus.
    • Define the targets of the Five Antis movement: bribery, tax evasion, theft of state property, cheating on contracts, and stealing economic information.
    • Explain the methods used, such as struggle sessions, worker denunciations, and mass investigations.
    • Analyse the outcomes, including the destruction of the capitalist class, state acquisition of private businesses, and increased CCP control.
    Examiner Tips
    • 💡Use specific terminology like 'laogai' and 'counter-revolutionaries' to demonstrate precise knowledge.
    • 💡Link the use of terror directly to Mao's goal of consolidating power and eliminating the remnants of GMD influence.
    • 💡When evaluating the effectiveness of the CCP's consolidation, weigh the use of terror against other methods like land reform.
    • 💡Clearly distinguish between the specific aims of the Three Antis and the Five Antis in your answers.
    • 💡Discuss how these movements helped the CCP transition from a rural-based power to controlling urban centres.
    • 💡Use these movements as evidence of how Mao used mass mobilisation and class warfare to achieve political goals.
    Common Mistakes
    • Stating that terror was only used against the wealthy; correction: Terror targeted anyone suspected of opposing the CCP, including former GMD officials and ordinary citizens.
    • Confusing the early 1950s terror with the later Cultural Revolution; correction: Ensure examples used (like the Campaign to Suppress Counter-Revolutionaries) are specific to the 1951-1952 consolidation period.
    • Assuming the terror was hidden from the public; correction: The CCP deliberately used public denunciations and mass rallies to maximise fear and compliance.
    • Confusing the targets of the two movements; correction: Remember that the Three Antis targeted party and government officials, while the Five Antis targeted the urban bourgeoisie and business owners.
    • Believing the movements were purely economic; correction: While they had economic goals, they were primarily political tools to eliminate opposition and consolidate CCP power.
    • Stating that all business owners were executed; correction: Many were heavily fined, sent to labour camps, or driven to suicide, rather than being formally executed.
